The Polish Presidency of the European Union (Ministry of the Interior and Administration) and the European Commission organised in close co-operation the sixth Ministerial eGovernment Conference, entitled "Borderless eGovernment Services for Europeans", on 17 - 18 November 2011 in the City of Poznań.
The conference, a major event during the Polish Presidency, attracted approximately 900 stakeholders from around the world: ministers from EU Member States, officials from national, regional and local administrations, industry representatives, civil society and experts.
The three plenary and the fifteen parallel sessions of the Conference addressed:
- Policy Issues related to the development of eGovernment services, including social and economical ones.
- Interoperability Strategies to achieve wide availability of eGovernment services in the Member States for all EU citizens and enterprises.
- People's Concerns for issues like the impact of eGovernment services, inclusiveness, public value, user empowerment and quality assurance.
In addition to the Conference, an Exhibition was organised which showcased the most recent European developments in the field of eGovernment - both at national and European level. Each Member State demonstrated up to three cases according to its own priorities and approaches to eGovernment. The exhibition stand of the European Commission hosted the successful so-called Large Scale Pilot Projects which play a very important role in the implementation of cross border services in Europe. They have already demonstrated concrete benefits for citizens, businesses and governments inEurope in areas such as eProcurement, eIdentification, eJustice, mobility of citizens and businesses.

This is the informal Paper prepared by the Polish Presidency, summarising the results of and key issues discussed at the sixth European Ministerial Conference eGov2011PL. The Polish Presidency hopes that this document will prove useful for gathering, systemizing and sharing the results of this event as well as for stimulating upcoming debates and activities in the area of eGovernment.
